Special Services

Special Services

Madison County Public School Division recognizes that each student is a unique individual with different abilities, interests, and learning styles. The goal of the Department of Special Services is to meet the individual needs of students identified with disabilities. In addition, we intend to provide these students with the information and resources they need in order to meet with achievement that is appropriate to their age and educational needs.

Madison County Public Schools supports the principles presented in the Individuals with Disabilities Education Improvement Act (IDEIA), as well as the Regulations Governing Special Education Programs for Children with Disabilities in Virginia.

How to Refer a Child for Special Education Evaluation

If you suspect your child (aged 2 to 21) has a disability that impacts their learning, you have the right to request a formal special education evaluation. Madison County Public Schools is committed to partnering with families through every step of this process.

Step 1: Submit a Referral

A referral can be made by parents, teachers, or medical professionals. While you can make a request verbally, we strongly recommend submitting your request in writing (via letter or email) to your school's principal and the Director of Student Services to ensure accurate tracking.

Step 2: School Review and Response

Once a formal review is received, the request will be referred to a school-based support team. The team will meet to review existing data and determine if a formal evaluation is warranted. If the school declines the evaluation, you will receive a formal Prior Written Notice explaining the decision.

Step 3: Parental Consent and Testing

Before any formal testing can begin, the school must obtain your informed, written consent. Providing consent for an evaluation strictly allows the school to conduct tailored assessments (academic, psychological, speech, etc) - it does not mean you are consenting to special education placement.

Step 4: Evaluation and Eligibility Timeline

Virginia law enforces a strict timeline from the date the school receives the initial referral to the final eligibility determination. All evaluation reports will be shared with you at least 2 business days before the final eligibility meeting. The team, which includes the parents, will review the data to determine if your child qualifies for special education services.
