Supplemental Educational Services and Public School Choice Madison County Primary and Waverly Yowell Elementary Schools are in school improvement and must offer Supplemental Educational Services (SES). SES include after school tutoring to students who meet the guidelines under Title I of NCLB. Below is a copy of the letter sent home to parents. The No Child Left Behind Act of 2001 (NCLB) requires schools to meet adequate yearly progress (AYP) goals each year in reading/language arts and mathematics. Title I schools that do not make adequate yearly progress (AYP) for two or more consecutive years in the same subject area are identified as being in School Improvement. The purpose of this letter is to inform you that Madison Primary School and Waverly Yowell Elementary School are in Year 1 of Title I School Improvement.
Year 1 of Title I School Improvement means the school has failed to make AYP in reading for two consecutive years and is required by law to offer Public School Choice (PSC). However, PSC is not an option in our division or nearby divisions because as stated in the 34 Code of Federal Regulations (C.F.R.), Section 200.44(h)(2) of NCLB if there are no PSC options available, a school division may offer Supplemental Educational Services (SES) to eligible students.

The school must meet AYP goals for two consecutive years in reading to exit Title I School Improvement. The school is working to improve the academic performance by providing SES, professional development for teachers, and parental involvement in students learning activities. Additionally, the Virginia Department of Education and the school division are working with your child’s school to improve the academic performance of the school. Parents are encouraged to participate in improving the school’s academic achievement by attending parent workshops, monitoring student progress, volunteering at the school, and attending/scheduling parent conferences.
